Partially retrospective permission is being sought for a bridge, an enclosure over an existing horse walker and ground works to form carpet gallop at Cherrybank Stables.
And the application from Daragh Bourke has been recommended for approval, despite seven objections from third parties as well as comments from Middlebie and Waterbeck Community Council (MWCC).
The group said: “The agricultural development of this area of the village is now on a very large scale which is dominating the rural landscape and amenity of the village.
“The development is in close proximity to a listed property, Templehill which was the original estate house in Waterbeck.”
MWCC also comment on the retrospective nature of the application, and say this ‘would appear to circumvent potential issues which may arise and may also restrict the due diligence required by planning applications’.
Furthermore, they highlight flooding around the area of the new bridge as recently as August 2019.
But council case officer Carla Livingstone is recommending it is approved with a condition that flood risk measures are implemented.
