Black Esk water works extension plan submitted

PLANS for a multi-million pound revamp of the Black Esk Water Treatment Works have been submitted to Dumfries and Galloway Council.

EXTENSION PLANS . . . the Black Esk Reservoir supplies water to 40,000 customers in Dumfriesshire

Scottish Water say they have identified ‘the essential and high priority need to increase the water quality standards within the catchment area of Black Esk’, near Boreland.

The application by the publicly owned water supplier looks to extend the boundary of the existing waterworks.

A new extension will be to the north east of the existing site. And works will include a new water treatment building, smaller

associated water treatment buildings, internal road with new road access, ground re-profiling and landscaping.

It is intended that ten older buildings and structures within the existing site will be decommissioned.

The new site will be 6.9 hectares in size, it is currently a cleared area, having previously been a commercial forest.

Black Esk Water Treatment Works was built in 1987 and is part of the Black Esk, Kettleton, Moffat, and Winterhope Water Resource Zone, and supplies 21.6 million litres of water a day to 40,000 residents in Lockerbie, Annan, Dumfries and the surrounding area.

As this is classed as a major development, two public consultation events were held at Boreland Village Hall, near to the application site.

The supporting statement conclusion said: “In conclusion, the proposed development represents a vital enhancement to the water infrastructure within the catchment area.

“By addressing the increasing demand for water and implementing sustainable drainage solutions, this project ensures a reliable and high-quality water supply for the local community.

“Moreover, the commitment to ecological conservation and the integration of biodiversity measures demonstrates a responsible and forward thinking approach.

“The benefits of this development are extensive, offering both immediate and long-term advantages for residents and the environment alike.

“Scottish Water remains dedicated to maintaining open lines of communication with the community, ensuring transparency and collaboration throughout the project’s lifecycle.
“This undertaking not only addresses current needs but also paves the way for future growth.

“The combined efforts will contribute significantly to the well-being and prosperity of the existing and future local population, marking a significant step forward in infrastructure development.”
