£700k flood fund for storm hit region

But as Scotland’s share of a UK-wide £50 million fund is distributed, a call is being made for investment to protect smaller communities such as Langholm, Eaglesfield and Moffat.
Announcing plans for the £3.94 million share Scotland will gain as a result of the Bellwin Scheme, Deputy First Minister John Swinney said: “On flooding specifically, there have been a number of incidents this year that have caused enormous distress to members of the public.
“I can announce that this year we will provide £4 million to the local authority areas affected most by recent flooding in Hawick, Newcastleton, Dumfries, Alyth and other localities to help with recovery and to help households and businesses access the support they need.”
Storm Desmond resulted flooded businesses in Dumfries, while the effects were also felt in Newcastleton and Langholm.
Annandale East and Eskdale councillor Denis Male said: “Whatever happens, I believe the Scottish Government needs to set up a proper scheme out of its own funding – forget what’s coming from the Bellwin Formula – to help small rural communities become future-proofed when it comes to the excessive rain that we’re receiving.”
Councillor Male says that Dumfries and Galloway Council do not have the funds needed to tackle concerns such as surface water flowing downhill at areas such as at the Holmwood housing scheme, threatening erosion.
Arguing money needs to be invested by the Scottish Government, he added: “Otherwise, the kinds of problems that are going to come are going to be quite horrendous. We’re going to see all sorts of very serious damage if we cannot prepare properly.
“A few million pounds now will save hundreds of millions later.”
