Michael Carberry, 34, of Haining Court, Dumfries, was also given a community payback order for 120 hours unpaid work and has been ordered to be under supervision for 18 months.
Carberry, who resigned from his post following the incident, admitted one charge of sending the text message and another of causing the woman to look at a sexual image on her mobile phone in February last year.
On Wednesday, solicitor Vicki McMinn told Dumfries Sheriff Court that Carberry sometimes had difficulty in expressing what he meant and some words he used could be taken out of context.
She added that Carberry thought the woman was “flirting” with him, but he was wrong and caused some distress.
The incident happened in February but the woman didn’t report it until March.
