A LONDON-based property developer has ambitions to create a housing development in Dunscore, writes Marc McLean
However, Alexander Lukas’ plans for building houses on land north of Milton Mill are being opposed by Dumfries and Galloway Council’s planning department.
The location is considered unsuitable, and “insufficient information” has been provided for a full assessment, according to council planning case officer Claire Eckstein.
Mr Lukas has sought planning permission in principle for a housing development and submitted his application to the local authority in January this year.
Claire Eckstein is recommending refusal on the grounds that the proposal “would not be within or well related to the nearby small building groups identified as Milton (near Dunscore) and Skelston Bank”.
She added: “Insufficient information has been provided to allow the council to make a proper assessment of this application, in that no details in respect of the number of proposed dwellinghouses, foul drainage, access arrangements, or ground conditions/contaminated land have been provided.
“Accordingly, it has not been possible to fully assess the acceptability of the proposal.”
It lies within part of a larger grassland field and has a boundary with the grounds of Milton Mill. A group of buildings (Milton) is located to the south-east and another cluster of dwellinghouses is located to the north-east at Skelston Bank.
The planning report states: “Additional information regarding an indicative layout to demonstrate number of houses, foul drainage details and access details was requested but the agent indicated at this stage this would not be provided, on the basis that he considered an appropriate level of information had been provided for an application for planning permission in principle.
“Additional information would be provided as part of any application for approval of matters specified by conditions.”
The housing development bid will be considered by councillors today.
