NEW trustees could be appointed to Moffat’s Proudfoot Institute (PI) at a full council meeting on Thursday.
A report has been submitted ahead of Thursday’s meeting proposing that the all four Annandale North councillors: Lynne
Davis, Gail Macgregor, Stephen Thompson and Carolyne Wilson be appointed at the trustees of the Proudfoot Endowment, the report states: “The council as a corporate body is the present trustee of the Trust with trustee decisions being made at meetings of full council.
“On 27 June 2023, the Council approved a trustee resolution modifying the purposes and powers of the Trust. The updated purpose is to provide social and sporting facilities for the benefit of the people of Moffat with full powers under trust law to carry out the purpose.
“Appointing councillors as trustees would be more efficient than taking trustee decisions at meetings of Full Council.
“Appointing the four ward members for Annandale North Ward is suggested as the most appropriate to allow expedient and accountable decision making and sufficient to carry out the business of the Trust.”
If agreed thereafter any future appointments of trustees to the Proudfoot Endowment should be made by Nithsdale Area Committee.
The PI has been a point of contention between Dumfries and Galloway Council and Moffat residents, as the Proudfoot Indoor Sports and Social Club (PISC) have been locked in a back and forth with the legal arm of the council for a number of years over a long-term lease for the building.
In May after little progress had been made in the negotiations and the club declaring a hard deadline for September, the club took the decision to suspend all contact with council officials.
