Thistle clawed a goal back through Brodie Turner. Iain Anderson did well down the left hand side and Turner slotted home the cross.
But Vale restored their three-goal cushion when Lewis McKenna made no mistake from the penalty spot.
However, Lochar pulled one back again before halftime. Liam Nish curled home a free kick to give his side a lifeline and bring an end to a turbulent 45 minutes.
The visitors staved off Thistle pressure in the opening stages of the second period before putting the game out of sight.
